CHINA

Yang Jiechi, a member of China’s Politburo, met with Secretary of State Michael Pompeo this week for six hours. In a read out for the press Pompeo said that the US is engaging China over its aggressiveness in a way that hasn’t occurred for the past 20 years. He said that the Trump Administration will not respond to Chinese coercion by retreating or having a nonreciprocal relationship. Assistant Secretary of State David Stilwell said that the Chinese were not forthcoming in the meeting despite US attempts to hold productive talks.

Pompeo said “It’s no longer enough to listen to what the Chinese Communist Party is saying.  We can see their actions.  I ticked through a few of them: Hong Kong, Tibet, Xinjiang, what they’re doing in India, what they’ve done in the economic zones along the Philippines and Malaysia and Indonesia and Vietnam, the coercion on Australia – when they had the audacity to demand that there would be an investigation of how this virus got from Wuhan to Milan, how this virus got from Wuhan to Tehran, how this virus got from Wuhan to Oklahoma City, and to Belgium and to Spain, and decimating the global economy.” 

China did, he said, what authoritarian regimes do: “they disappeared doctors, they squirreled information away, and they denied the world the access it needed to respond to this virus in a way that could have reduced a lot of risk and a lot of costs.” Pompeo added that the US plans to closely watch the upcoming elections in Hong Kong. Pompeo said there is concern that the elections might be cancelled or postponed if Beijing thinks it won’t get its way. According to Stilwell, the Chinese have said one thing and done another which is the root of the lack of trust between the two countries. The trade deal, he pointed out, will be a good acid test of their commitment and trustworthiness.

The IAEA Board of Governors passed a resolution this week addressing Iran’s failure for the past year to answer the Agency’s questions about multiple locations in Iran related to its past nuclear program and now it is denying access to IAEA inspectors to potentially sensitive nuclear sites. HONG KONG

The United States is planning to impose a cost on the decisionmakers who denied voting freedom to the people of Hong Kong if Beijing doesn’t change direction, according to Secretary of State Michael Pompeo. HONG KONG

During a press conference at the White House President Trump said he is directing the “administration to begin the process of eliminating policy exemptions that give Hong Kong different and special treatment.” He also noted that he plans to revoke Hong Kong’s “preferential treatment as a separate customs and travel territory from the rest of China.”

WORLD HEALTH ORGANIZATION

The President announced that the US is pulling out of the World Health Organization (WHO) due to its mishandling of the Covid-19 virus pandemic. “We will be today terminating our relationship with the World Health Organization and directing those funds to worldwide and deserving urgent global public health needs,” Trump said in a statement from the White House. The President said that the WHO is under China’s control and failing to make the reforms within 30 days as requested by the US. On Wednesday, Pompeo terminated the nuclear waiver for the three remaining Iran nuclear-related projects. Hook pointed out that this includes the Arak reactor conversion, the provision of enriched uranium for the Tehran research reactor, and the export of Iran-spent and scrap research reactor fuel.  The decision will take effect after a 60-day wind-down.

A senior State Department official said there were basically quite a larger number of projects that had begun under the JCPOA for which US waivers were in place, and those waivers have gradually been taken down one by one with this as the latest step in that progression.

U.S. Withdraws from the Open Skies Treaty

(U.S. State Department Notice): The United States has submitted notice of its decision to withdraw from the Treaty on Open Skies to the Treaty Depositaries and to all other States Parties to the Treaty. Effective six months from tomorrow, the United States will no longer be a party to the Treaty. We may, however, reconsider our withdrawal should Russia return to full compliance with the Treaty.

A cornerstone of President Trump’s National Security Strategy is to protect the American people, the American way of life, and American security interests. As the President has made clear, the United States must take a clear-eyed look at any agreement through the prism of today’s reality and assess whether such agreement remains in the U.S. interest. After careful consideration, including input from Allies and key partners, it has become abundantly clear that it is no longer in America’s interest to remain a party to the Treaty on Open Skies.

At its core, the Treaty was designed to provide all signatories an increased level of transparency and mutual understanding and cooperation, regardless of their size. Russia’s implementation and violation of Open Skies, however, has undermined this central confidence-building function of the Treaty – and has, in fact, fueled distrust and threats to our national security – making continued U.S. participation untenable.

While the United States along with our Allies and partners that are States Parties to the Treaty have lived up to our commitments and obligations under the Treaty, Russia has flagrantly and continuously violated the Treaty in various ways for years. This is not a story exclusive to just the Treaty on Open Skies, unfortunately, for Russia has been a serial violator of many of its arms control obligations and commitments.  Despite the Open Skies Treaty’s aspiration to build confidence and trust by demonstrating through unrestricted overflights that no party has anything to hide, Russia has consistently acted as if it were free to turn its obligations off and on at will, unlawfully denying or restricting Open Skies observation flights whenever it desires.

Russia has refused access to observation flights within a 10-kilometer corridor along its border with the Russian-occupied Georgian regions of Abkhazia and South Ossetia, thereby attempting to advance false Russian claims that these occupied territories are independent states.  Russia’s designation of an Open Skies refueling airfield in Crimea, Ukraine, is similarly an attempt to advance its claim of purported annexation of the peninsula, which the United States does not and will never accept. Russia has also illegally placed a restriction on flight distance over Kaliningrad, despite the fact that this enclave has become the location of a significant military build-up that Russian officials have suggested includes short-range nuclear-tipped missiles targeting NATO.  In 2019, Russia unjustifiably denied a shared United States and Canada observation flight over a large Russian military exercise.

The problems raised by Russia’s selective implementation of Open Skies, moreover, go beyond just violating the Treaty’s provisions themselves.  Its approach to Treaty implementation has fatally undermined the very intent of the Treaty as a confidence- and trust-building measure, for far from allowing Open Skies to contribute – as it was intended to do – to building regional trust and goodwill, Moscow has increasingly used Open Skies as a tool to facilitate military coercion.  Moscow appears to use Open Skies imagery in support of an aggressive new Russian doctrine of targeting critical infrastructure in the United States and Europe with precision-guided conventional munitions.  Rather than using the Open Skies Treaty as a mechanism for improving trust and confidence through military transparency, Russia has, therefore, weaponized the Treaty by making it into a tool of intimidation and threat.

To those who suggest the United States respond with reciprocal steps of our own analogous to Russia’s own provocative actions and violations, we say: doing that would only further undermine the core purpose of the Treaty, and create further tension and distrust between the United States and Russia. We will not contribute to further weaponizing and poisoning with distrust a Treaty that was intended to build confidence.  The Open Skies Treaty was meant to contribute to international security, but it has been twisted and perverted in its implementation and now serves Russian purposes inimical to that security.

We understand that many of our Allies and partners in Europe still find value in the Treaty, and we are grateful for the thoughtful feedback they have offered us during the course of our review of these questions.  If not for the value they place on the OST, we would likely have exited long ago.  We are not willing, however, to perpetuate the Treaty’s current problems of Russian-engendered threat and distrust simply in order to maintain an empty façade of cooperation with Moscow.

Make no mistake: Russia alone bears responsibility for these developments, and for the continued erosion of the arms control architecture.  We remain committed to effective arms control that advances U.S., Ally, and partner security, that is verifiable and enforceable, and that includes partners that comply responsibly with their obligations.  But we cannot remain in arms control agreements that are violated by the other side, and that are actively being used not to support but rather to undermine international peace and security.  As noted, we may be willing to reconsider this decision if Russia demonstrates a return to full compliance with this confidence-building Treaty, but without such a change of course from the Kremlin, our path will lead to withdrawal in six months’ time.

AFGHANISTAN

IRAN

After the Iranian navy threatened US ships in the region, President Trump informed Tehran that the US will not stand by idly while US sailors and ships are harassed by Iran. In a Thursday radio interview Secretary of State Michael Pompeo said that what Iran did was “unacceptable.” He added that “in contrast, when they took 10 of our sailors and made them kneel down, when the Iranians did that back in the previous administration, that secretary of state apologized. President Trump took a very different approach. They brought some of their boats up too close to ours. He made clear we were going to allow our sailors to defend themselves… to date, at least, the Islamic Republic of Iran hasn’t chosen to challenge President Trump.”

In a separate interview on Thursday, Pompeo said that Washington is having to fight against the UN’s attempts to lift a ban on Iran’s purchase of advanced military technology. He added that the good news is that the “UN Security Council resolution gives us the ability to make sure that that doesn’t happen, and we are working with our Chinese, our Russian, our British, our French, our partners on the Security Council to make sure – and even more broadly throughout the UN to make sure that they’re all on board in preventing this from happening coming October 18th of this year.”

In a recent interview, Pompeo said it is especially dangerous during the current pandemic for China to manipulate the information space with fake news. He pointed out that while the United States knows  the virus came from Wuhan, China, it is uncertain precisely how that happened. Pompeo said this is why there needs to be a thorough investigation. 

He added that when China and the Chinese Communist Party use “disinformation to suggest somehow that this was a European thing or the Americans started it, that’s dangerous. Not only dangerous because it fails to inform, but dangerous because we need to know the answers to these questions so that we can save lives and get the economy started back up and, frankly, to make sure that something like this can never happen again.”

As the Covid-19 virus spread to pandemic proportions few noticed the absence of the long-term protests in Hong Kong. Those are the kind of things that the WHO “has failed” in, Pompeo said. He pointed out that it’s “…nothing against any individual that may work at the WHO.  It’s about an institution that has fundamentally failed to do its primary task, keeping people all across the world – and in our case, the thing that matters most: keeping Americans safe.”

CHINA – COVID-19

China increased by 50% its total death count from the COVID-19 virus on Friday, April 17, 2020 – the typically news day of the week when there is a smaller audience. This provides additional evidence backing the growing concerns of other countries, including the United States, that China and its ruling Communist Party deliberately deceived the world about the disease. In a recent interview Secretary of State Michael Pompeo discussed China’s actions and what it cost the US and the world in terms of lives lost and the economic destruction of thriving economies.

“It’s very clear now that the Chinese Communist Party and the World Health Organization didn’t put that information out into the international space as they’re required to do in a timely fashion, and the result of that is that we now have this global pandemic…  We are still asking the Chinese Communist Party to allow experts to get into that virology lab so that we can determine precisely where this virus began.  It’s not political.  This is about science and epidemiology.  We need to understand what has taken place so that we can reduce risk to Americans in the days and weeks and months ahead and get the global economy back on track,” Pompeo said.

This past week North Korea launched missile off its east coast in a failed attempt to garner some of the world’s attention during the ongoing COVID-19 pandemic and conducted cyberwarfare against many western targets.

According to a statement issued by the US Department of States, “North Korea’s malicious cyber activities threaten the United States and countries around the world and, in particular, pose a significant threat to the integrity and stability of the international financial system. The United States works closely with like-minded countries to focus attention on and condemn disruptive, destructive, or otherwise destabilizing behavior in cyberspace.”  It appears unlikely that the North Korean threat will diminish during the pandemic.

IRAQ

The State Department is intent on assuring the Iraqi people that the United States is a long-term, steady partner. It announced this week that Washington is pursuing a new US-Iraqi strategic dialogue to discuss the two countries’ financial, economic, security, and diplomatic partnership. The incentive behind restarting the framework now is that Iraq currently faces a number of challenges, including that of quickly forming a new, strong and independent government. As Secretary of State Michael Pompeo  stated recently, “…the Iraqi people are urging their government for change and reforms.” Before the pandemic, Iraqis were gathering by the thousands on a daily basis to demand an end to Iran’s influence in the country. 

Currently, the US is aiding Iraq’s response to COVID-19 with funds to prepare laboratories, implement public health emergency plans for points of entry, and activate case finding and event-based surveillance for influenza-like illnesses. Assistant Secretary of State for Near Eastern Affairs, Dave Schenker, said Friday that the US remains the “largest donor to demining, clearing over 86 million square meters of [Iraqi] land since 2015.” Since 2014 the United States has provided more than $2.6 billion in assistance, including food, water, medicine, and shelters and is Iraq’s largest humanitarian donor. 

YEMEN

The State Department says it wants to do more in Yemen to assist with its COVID-19 response and other humanitarian assistance. The issue facing the US is that the “Houthis are obstructing the delivery of humanitarian assistance, interfering, preventing the monitoring and evaluation, and of course skimming to fund their war effort,” according to Assistant Secretary of State Schenker. He called for a ceasefire as well as a Houthi commitment to start following standard best international practices on the delivery of humanitarian assistance.

CONGO

Secretary Pompeo on Tuesday announced that the Democratic Republic of Congo will declare the Ebola outbreak over. “For almost two years now, the United States has led the global response to the latest outbreak of that horrible disease in the Democratic Republic of Congo. Within one month from the outbreak,” he said, “America deployed a Disaster Assistance Response Team and other experts who supported vaccination campaigns, diagnostic processes, testing and tracing, and more.  We’ve provided more than $569 million since the outbreak began to fight Ebola in the DRC and the neighboring countries.”

AFGHANISTAN

Progress has been made in recent weeks in Afghanistan, according to Secretary Pompeo. He said that while there still is back-and-forth movement, and the Taliban are posturing in the media, it does understand the US commitment to intra-Afghan negotiations. He pointed out that America will deliver on its commitment to reduce its forces in accordance with the agreement on the conditions that are set out in those agreements.

Pompeo pointed out that he doesn’t think there’s any “ambiguity with respect to how all of the parties understand what America’s continued role will be if they execute this peace and reconciliation process properly, appropriately, efficiently… It’s time for these folks to get on with building out a peaceful, reconciled Afghanistan with a real political leadership that can lead the country forward and take down the levels of violence.  We’re monitoring that, we are still providing support for the Afghan National Security Forces, and we continue to work to get this process moving forward.”

Since 2015 the world has seen a surge in white supremacist terrorism around the globe. Countering this threat is a top priority for the Trump administration. The State Department Coordinator for Counterterrorism, Ambassador Nathan Sales, briefed the media on recent developments related to the Russian Imperial Movement (RIM). RIM is a terrorist group that provides paramilitary-style training to neo-Nazis and white supremacists, according to the State Department. Ambassador Sales noted that these historic designations are just one part of the Trump administration’s broader efforts to counter white supremacist terrorism abroad. “We’re bringing all of our counterterrorism tools to this fight – information sharing, counter messaging, combatting terrorist travel, engaging with tech companies, and building partner capacity to protect soft targets like synagogues and mosques.”
