MEXICO

In his first foreign trip since assuming office Secretary of State Antony Blinken visited the American Embassy in Mexico virtually this week. The Chinese government may have more avenues to influence US foreign policy than previously recognized. If elected to the Human Rights Council, we will use the opportunity to be a leading voice within the Council for promoting respect for human rights,” said the State Department Spokesperson. Previously, the Trump Administration questioned its value as members of the UNHRC included countries that regularly violated basic human rights of their own citizens, including China, Venezuela, Cuba, Russia, and Egypt.

National Slavery and Human Trafficking Prevention Month

January is National Slavery and Human Trafficking Prevention Month.  Every year since 2010, the President has dedicated the month to raising awareness about the different forms of human trafficking, also known as modern slavery, and educating people about this crime and how to spot it.  In January, the Department of State raises awareness of human trafficking domestically and abroad through U.S. embassies and consulates.  We also celebrate the efforts of anti-trafficking organizations, communities of faith, state and local law enforcement, survivor advocates, businesses, and private citizens all around the world to promote this important cause.  Everyone can play a part in ending human trafficking.

The History Behind the Month

The significance of January originates from the Emancipation Proclamation, which President Abraham Lincoln issued on January 1, 1863, declaring 3.1 million slaves free.  In 1865, Congress passed and the states ratified the 13th Amendment to the Constitution, officially outlawing slavery and involuntary servitude in the United States.

More than 20 years ago, the Trafficking Victims Protection Act (TVPA) of 2000 enshrined the United States’ commitment to combating modern slavery domestically and internationally.  With this bipartisan law, the United States reaffirmed the fundamental promise of “forever free” enshrined within the Emancipation Proclamation.

In 2010, by presidential proclamation, January was declared National Slavery and Human Trafficking Prevention Month.  Since then, eleven presidential proclamations have followed.   These proclamations not only raise the profile of the issue, they are also snapshots of global trends and challenges, and significant U.S. anti-trafficking policy achievements.  Some highlights include:

• In 2012, the issuance of the Executive Order ‘Strengthening Protections Against Trafficking in Persons in Federal Contracts‘;
• In 2016, the first convening of the U.S. Advisory Council on Human Trafficking;
• In 2017, the State Department’s launch of its largest anti-trafficking program, the Program to End Modern Slavery; and
• In 2020, the launch of a whole-of-government website on human trafficking implementing part of the Executive Order on Combating Human Trafficking and Online Child Exploitation.

Human Trafficking

Trafficking in persons, also known as modern slavery or human trafficking, includes both forced labor and sex trafficking.  Human trafficking represents a threat to international peace and security.  It undermines the rule of law, robs millions of their dignity and freedom, enriches transnational criminals and terrorists, and threatens public safety and national security everywhere.

By some estimates, as many as 24.9 million people — adults and children — are trapped in a form of human trafficking around the world, including in the United States.  Instability caused by natural disasters, conflict, or a pandemic can increase opportunities for traffickers to exploit others.  During the COVID-19 pandemic, traffickers are continuing to harm people, finding ways to innovate and even capitalize on the chaos.

Like the United States, many countries around the world have worked to implement the “3P” paradigm of prosecuting traffickers, protecting victims, and preventing the crime through the passage and implementation of national anti-trafficking laws.  Today, there are 178 parties to the UN Protocol to Prevent, Suppress and Punish Trafficking in Persons.  Only 15 of the 188 countries and territories assessed in the Department of State’s 2020 Trafficking in Persons Report have yet to adhere to this international standard to ensure their laws criminalize all forms of human trafficking, and take concerted steps to prevent human trafficking, protect all victims, and cooperate internationally to combat this global crime.

Despite the nearly worldwide adoption of international and domestic norms to address and prevent human trafficking, we continue to witness traffickers exploit men, women, transgender individuals, and children in the United States and around the world.  But everyone has the power to help make a difference.  Every National Slavery and Human Trafficking Prevention Month proclamation ends with the same call to action, that “all Americans…recognize the vital role we can play in ending all forms of slavery.”

Cuban Military Personnel Sanctioned

Last week, the Department of the Treasury’s Office of Foreign Assets Control (OFAC) added three Cuban military-owned companies to its Specially Designated Nationals and Blocked Persons List (SDN List).  All property and interests in property of these entities that are in the United States or in the possession or control of persons subject to U.S. jurisdiction continue to be blocked and must be reported to OFAC.

The companies are Grupo de Administración Empresarial SA (GAESA), FINCIMEX, and Kave Coffee S.A.  GAESA is the Cuban military’s largest company, which controls large portions of Cuba’s economy for the military’s benefit.  Cuban military-controlled FINCIMEX funnels remittances through channels that disproportionately benefit the Cuban military.  Kave Coffee S.A., a coffee company domiciled in Havana and incorporated in Panama, is part of an international network of Cuban-owned companies maintained by the Cuban military and used to evade the U.S. embargo.

The revenue generated from the Cuban military’s economic activities is used to entrench the Cuban military’s control, prop up the Cuban Communist Party’s power, oppress the Cuban people, and fund Cuba’s interference in Venezuela.  Today’s action demonstrates the United States’ long-standing commitment to ending economic practices that disproportionately benefit the Cuban government or its military, intelligence, and security agencies or personnel, at the expense of the Cuban people.  It also demonstrates the United States’ commitment to disrupting Cuba’s malign support for the illegitimate Maduro regime in Venezuela.

The United States will continue to support the Cuban people in their desire for a democratic government and respect for human rights, including freedom of religion, expression, and association.  Until these rights and freedoms are respected, we will continue to hold the regime accountable.

Fidel de Jesus Dominguez Alvarez, Chief of the Nicaraguan National Police in Leon, has allegedly directed assaults on many Nicaraguan citizens and journalists.  Specifically, Dominguez reportedly directed the beating of a journalist by Nicaraguan National Police officials.  Dominguez was also reportedly involved in the abuse and beatings of a former opposition deputy and other Ortega opponents.

The United States government will continue to take the steps necessary to support the Nicaraguan people and pressure the Ortega regime to cease its repressive activities, respect human rights, and allow the conditions for free and fair elections that would restore democracy to Nicaragua.

Venezuela

The United States continues to support Interim President Juan Guaidó, the National Assembly, and the Venezuelan people in their struggle to restore democracy in their country.  From December 7 to 12, the Venezuelan people will have the opportunity to voice their opinion of the illegitimate Maduro regime through the Consulta Popular, or People’s Vote.  The “Consulta” is being held under the authority of the legitimate National Assembly and in accordance with the Venezuelan Constitution.  It provides a platform for Venezuelans, including those forced to flee abroad under threat of persecution, torture, or death, to demand free and fair presidential and legislative elections.  It is an opportunity to voice their support for a transition to democracy in Venezuela and reject the regime’s fraudulent legislative elections.

The Venezuelan electoral process has been reduced to a farce by the Maduro dictatorship.  In the face of tremendous repression, the Consulta Popular is giving the Venezuelan people a voice.  While the “Consulta” will not end the humanitarian, political, and economic crises caused by Maduro, it is a courageous step to fairly and transparently give a voice to the suffering of the Venezuelan people and establish momentum towards truly free and fair elections for president and the National Assembly.

The democratically elected National Assembly and the voice of the Venezuelan people are the only things standing in the way of authoritarianism in Venezuela.  The international community can best support democracy in Venezuela by uniting behind the Venezuelan people as they raise their voices to demand an end to the brutal Maduro dictatorship and a return to democracy.

Secretary Pompeo’s Participation in the NATO Foreign Ministerial

Secretary of State Michael R. Pompeo participated in the December 1-2 virtual NATO Foreign Ministerial, hosted by Secretary General Jens Stoltenberg.  In a productive discussion with Allied leaders, Secretary Pompeo emphasized the threat the Chinese Communist Party (CCP) poses to Allied security interests and encouraged increased cooperation to safeguard against the CCP’s malign activities.

The Secretary and his counterparts also discussed additional topics critical to the Alliance.  Allied leaders spoke candidly with the Ukrainian and Georgian Foreign Ministers about Black Sea security.  Other discussions focused on Russia, arms control, regional security, NATO 2030 and the Forward Looking Reflection Process, and strengthening shared bonds and values between NATO and its Asia-Pacific partners.

During the Foreign Ministerial, the Secretary reaffirmed the U.S. commitment to the NATO Alliance and its essential role in ensuring peace and prosperity.

The United States Welcomes Major Milestone in Afghanistan Peace Negotiations

The United States welcomes the Agreement announced December 2 by the negotiating teams from the Islamic Republic of Afghanistan and the Taliban.  This Agreement is a major milestone in the Afghanistan Peace Negotiations that have been underway since September 12, 2020.

The Agreement codifies the rules and procedures the two sides have been negotiating since the start of talks.  The teams made a number of important decisions that will guide their negotiations on a political roadmap and a comprehensive ceasefire.

We congratulate both sides on their perseverance and willingness to find common ground.  This achievement demonstrates that the Afghan Islamic Republic and Taliban are serious, able to overcome differences, and ready to deal with difficult issues.  What has been achieved provides hope they will succeed in reaching a political settlement to this more than forty-year-old conflict.  The United States thanks Qatar for its role as host and facilitator of the talks.

December 3 is the International Day of Persons with Disabilities, a fitting occasion for the United States to reaffirm its commitment to, and support for, the full inclusion of persons with disabilities in daily life of the community. We point with pride to robust public and private enforcement of the Americans with Disabilities Act and to other federal, state, and local laws that guarantee open and equal access to facilities, markets, jobs, goods, and services.

It is also a fitting occasion to reaffirm that all members of the human family are “created equal, and are endowed by their Creator with certain unalienable rights, that among these are Life, Liberty, and the pursuit of Happiness.” Each individual must have an equal opportunity to develop his or her unique talents and must be free to pursue their dreams.

We applaud the participation and leadership of persons with disabilities and their representative organizations in efforts to assure equal access and opportunity, and we recognize those whose vision and hard work are the basis for the technologies on which we rely to ensure that no one is left behind.

The US participated in the virtual 2020 Afghanistan Conference with participants from 66 countries and 32 international organizations. BDS and Anti-Semitism

It is the policy of the United States to combat anti-Semitism everywhere in the world and in whatever form it appears, including all forms of discrimination and hatred rooted in anti-Semitism.  The United States strongly opposes the global discriminatory boycott, divestment, and sanctions (BDS) campaign (Global BDS Campaign) and practices that facilitate it, such as discriminatory labeling and the publication of databases of companies that operate in Israel or Israeli-controlled areas.

As we have made clear, anti-Zionism is anti-Semitism.  The United States is, therefore, committed to countering the Global BDS Campaign as a manifestation of anti-Semitism.

To advance this policy, I have directed the Office of the Special Envoy to Monitor and Combat Anti-Semitism to identify organizations that engage in, or otherwise support, the Global BDS Campaign.  In identifying such organizations, the Office of the Special Envoy will consider whether an organization is engaged in actions that are politically motivated and are intended to penalize, or otherwise limit, commercial relations specifically with Israel or persons doing business in Israel or in any territory controlled by Israel.

To ensure that Department funds are not spent in a manner that is inconsistent with our government’s commitment to combat anti-Semitism, the State Department will review the use of its funds to confirm that they are not supporting the Global BDS Campaign.  Further, the State Department will conduct a review of options consistent with applicable law to ensure that its foreign assistance funding is not provided to foreign organizations engaged in anti-Semitic BDS activities.

The United States urges governments around the world to take appropriate steps to ensure that their funds are not provided directly or indirectly to organizations engaged in anti-Semitic BDS activities.

U.S.-UAE PARTNERSHIP GROWS IN DEPTH AND SCOPE

• The U.S.-UAE relationship is characterized by its increasing depth.
