Ballot Fraud as an Election Strategy

Rarely has a political party placed so much emphasis on eliminating safeguards to ballot security as the Democrats have in 2020.

Democrat-controlled Nevada is the latest,  passing a 100-page bill in a “special session” that allows, along with mail-in ballots,  “ballot harvesting,” which allows partisan ballot collectors to gather ballots and send them on to election officials.

Not to be outdone, Virginia, also Democrat-dominated, now allows mail-in ballots to be submitted without a witness signature.

Election Defense notes that “Many popular vote-by-mail and absentee systems are ripe for fraud and abuse…Vote by mail presents a serious and so-far unsolved problem: a broken chain of custody of the ballots. That means the ballots are moved without consistent public oversight, offering opportunities for fraud and mismanagement.”

According to the 2012 Caltech/MIT Voting Technology Project report: Having tens of millions of ballots being transmitted and marked without strict chain-of-custody procedures creates risks that simply do not exist with any form of in-person voting, whether on Election Day or in early-voting settings. According to a study by Charles Stewart III, a political scientist at the Massachusetts Institute of Technology, in the 2008 presidential election voting by mail had an overall failure rate of as much as 21 percent:

“35.5 million voters requested absentee ballots, but only 27.9 million absentee votes were counted. 3.9 million ballots requested by voters never reached them. Another 2.9 million ballots received by voters did not make it back to election officials. Election officials rejected 800,000 ballots…A 2005 report the Commission on Federal Election Reform concluded, “Absentee ballots remain the largest source of potential voter fraud.” To be clear, studies have proven that few actual voters are engaged in any kind of fraud at a level that could change the outcome of an election. The issue of partisan handling of mail-in ballots is made more serious by the fact that the American Postal Workers Union has endorsed one of the candidates, Joe Biden.

New York, after California the largest Democrat-dominated state, is considering a proposed law that would require “drop boxes” for voters to place their ballots in. Similarly, in Democrat-run New Jersey, an election for a Paterson City Council seat employing mail-in ballots went so awry that State Superior Court Judge Ernest Caposela ruled that it had been irreversibly tainted due to extreme mail-in voter fraud.

Note the progression: First, Democrats demand mail-in ballots.  After achieving that, the Party demands the elimination of basic security measures such as requiring authentication of the person sending in the ballot, and reasonable “chain of custody” measures to ensure that the ballot has not been tampered with.  

Not all current attempts to weaken precautions are new. Previously, California allowed automatic voting registration of anyone dealing with its Department of Motor Vehicles. The Wall Street Journal reported that the state DMV acknowledges that this has led to incorrectly registered 23,000 voters.  Since California allows illegals to get drivers licenses, that has presented a major threat to ballot integrity. The LA Times reported that over one million illegals have been granted drivers licenses.

The use of the controversial concept of “ballot harvesting” has led to major gains for California Democrats. The Independent Voters Network (IVN) describes what happened: “Ballot harvesting was used for the first time in November, and has clearly been advantageous to Democrats… The “minor” change was implemented when Gov. Jerry Brown signed the changes in AB1921 into law [several] years ago.  Here’s what it changed: In the past, California allowed only relatives or those living in the same household to drop off mail ballots for another voter. Ballot harvesting allows anyone, even a paid political campaign worker, to collect and return ballots — ‘harvesting’ them. In Orange County alone, every House seat went Democratic. The chairman of the county Republican Party, Fred Whitaker, said: ‘…the number of Election Day vote-by-mail dropoffs was unprecedented — over 250,000, this is a direct result of ballot harvesting allowed under California law for the first time. That directly caused the switch from being ahead on election night to losing two weeks later.’”

Breitbart notes: “Democrats have railed against voter ID laws…but [in the 2016]  Democratic National Convention officials only issued credentials to those who present state-issued IDs…But even as Democrats require[d] IDs to enter their convention, The Voter Integrity Project discovered there were 30,000 dead North Carolinians still on the state’s voter rolls, Democrats continue to fiercely oppose voter ID laws.”

Democrats continue to rabidly oppose updating voter registration rolls. It’s valid to ask why.  A 2016 Pew Center on the States study found “millions of voter registration records nationwide that are either inaccurate or no longer valid…based on data [indicating] a voter died, moved, or had been inactive from 2004 to March 2011.”  The study revealed that 2,758,578 individuals were registered to vote in more than one state.  In addition, “12.7 million records nationwide…appear to be out of date and no longer reflect the voter’s current information, more than 1.8 million records for people who are no longer living, but have active registrations on voter rolls, and 12 million records with incorrect addresses…once duplicates among categories are eliminated, approximately 24 million registration records, or nearly 13% of the national total, are estimated to be inaccurate or no longer valid.”

Election Fraud May Dominate 2020 Campaign, Part 2

A taste of the voter fraud controversy that may dominate the 2020 election was seen in Georgia. The hotly contested 2018 gubernatorial race between Republican Brian Kemp and Democrat Stacey Abrams featured charges of voter suppression by Abrams and Kemp’s claim that the Abrams campaign encouraged illegal voting.

The general position of the Democrat Party is that voter fraud doesn’t exist, or occurs in numbers too small to be relevant.

Daniel Green, writing for Front Page describes the Democrat perspective:  “Voter fraud doesn’t exist…If it does exist, they’ll stifle any attempt to protect our elections on the false grounds that they’re voter suppression. They’ll cry racism over any investigation of voter fraud. And if someone does get convicted of voter fraud, they get a pardon.

In November, reports the San Francisco Chronicle, California Governor Jerry Brown pardoned a Democratic former legislator who was found guilty four years ago of perjury and voter fraud. 

Hans Spakovsky, writing in the Free Speech & Election Law Practices  publication, emphasizes the problem of noncitizens registering to vote.  He reports that in a random sampling of 3,000 registrations in California’s 39th Assembly District, 10% contained phony addresses or were not U.S. citizens.

A number of states have attempted to attack fraudulent registrations by passing legislation requiring a valid ID to vote.  To the dismay of those dedicated to honest balloting, The Obama Justice Department responded with significant hostility to this measure.  Although almost all the reported fraud has aided hard-left Democrats, Kelly reports, even liberal United States Supreme Court Justice John Paul Stevens stated “There is no question about the legitimacy or importance of state’s interest in counting only eligible voters’ votes” in a 2008 case that upheld Indiana’s stringent ID law following a challenge by the Democrat Party and its allies.

 In testimony before the U.S. Senate’s Committee on Rules ad Administration, John Samples, The Cato Institute’s Director of the Center for Representative Government  stated that the Motor Voter Act “has made it difficult if not impossible to maintain clean registration rolls…the inaccuracy in the rolls caused by the Act has thrown into doubt the integrity of our electoral system.”

The Judicial Watch organization, in response to its August 9, 2011 Freedom of Information Act filing, received records which they described as detailing friendly communications between the Obama Justice Department and a former ACORN attorney now serving as Director of Advocacy for Project Vote.  The ACORN connection is ominous. 70 ACORN staff throughout 12 states were convicted of voter registration fraud; more than one third of the registrations that group submitted were found to be invalid.

From across the nation, news reports and studies verify the reality of voter fraud, campaign violations, and the growing influence of illegal aliens. Here’s a sampling:

  • The Obama Justice Department harassed states that seek to clean up voter registration roles and enforce state voter ID laws.
  • The Washington Post notes  “a group of undocumented immigrants…[knocked] on doors in Northern Virginia in support of Hillary Clinton and other Democratic candidates…The vote-seekers [were] some of the 750,000 recipients of temporary legal status under the Obama administration’s 2012 Deferred Action for Childhood Arrivals program. …‘All DACA recipients should take this on as an added responsibility, to change the power structure,’ said Luis Angel Aguilar, 28, who received his protected status in 2013 and is helping to coordinate the effort. ‘Our voices need to be heard”
  • Project Veritas reported:  NYC Democratic Commissioner of the Board of Elections Alan Schulkin stated at a  United Federation of Teachers party that there is widespread voter fraud in New York City…”Schulkin, a Democrat, said that to effectuate illegal voting, people are bussed to various polling sites. He places a blame on NYC’s radical-left Mayor de Blasio.  “He gave out ID cards. De Blasio. That’s in lieu of a driver’s license, but you can use it for anything. But, they didn’t vet people to see who they really are. Anybody can go in there and say I am Joe Smith, I want an ID card. It’s absurd. There’s a lot of fraud. Not just voter fraud, all kinds of fraud.”
  • A Science Direct white paper reported: We find that some non-citizens participate in U.S. elections, and that this participation has been large enough to change meaningful election outcomes including Electoral College votes, and Congressional elections. What may be an intentional refusal to update voter registration rolls allows a significant amount of fraud to be perpetuated. A Washington Times examination  of voters who moved out of the Nation’s capital to Prince George County in Maryland found that “The list of voters with names so unusual that there has been only one in the District and one in Prince George’s and who are listed as voting in both jurisdictions in the 2012 election is in the thousands. But this is where people on the Right and Left differ. Conservatives think fighting voter fraud is important; liberals and progressives don’t care …The Left promotes voter fraud by fighting electoral integrity laws in the courts, often enjoying great success… some officials are hostile to election observers from nonpartisan good government groups like True the Vote monitoring their polling precincts. Realclear politics notes that “One of the biggest voter frauds may be that there is no voter fraud, that laws requiring voters to have a photo identification are just attempts to suppress black voting. Reporter John Fund has written three books on voter fraud and a recent survey by Old Dominion University indicates that there are more than a million registered voters who are not citizens, and who therefore are not legally entitled to vote.”

Then a political operator would show up — uninvited — the day the ballots arrived and “help” the voter to fill them out. These were illegal votes for Democrats…As for race-based “voter suppression,” amid all the political hysteria, how many hard facts have you heard? Probably none that supports that claim. Widely available free photo identification cards mean that poverty is no barrier to voting. Since blacks and whites both have to show photo I.D. for everything from cashing checks to getting on a plane, why has requiring a photo I.D. for voting caused such shrill outcries?”

Election Fraud May Dominate 2020 Campaign

The most contentious issue in the 2020 presidential election may not be illegal immigration, the growing threats from abroad, the federal budget, or any of the other myriad topics that dominate the news. The focus of arguments could be the conduct of the election itself.

 Democrats are attempting to dramatically alter the political landscape by various means, including eliminating most safeguards on illegal registration and voting, and giving felons voting rights.

Democrat opposition to anti-fraud measures such as picture ID has led to past embarrassment. In 2016, even as the party vehemently opposed those seeking to use that concept to combat illegal voting, the DNC required those seeking to gain entry to the floor of its presidential convention in Philadelphia to have such identification.

Current attempts to gain advantage at the ballot box center on legislative initiatives.

The New York State Assembly has introduced a state constitutional amendment that would allow for Election Day registration. Obviously, this allows no time to review actual eligibility to vote.

“In August, a federal judge in Arizona upheld the ballot harvesting ban in Arizona. HB 2023 makes it a felony for anyone other than a family member, caretaker or postal worker to collect another person’s ballot and turn it in to election officials. Supporters of the measure defend it as a safeguard against potential ballot tampering.Eighteen states have outlawed ballot harvesting, and on the website Ballotpedia, Ballot harvesting is listed under the section ‘Voter Fraud.’”

Allowing a partisan campaigner to collect ballots is an open invitation to fraud.

Another strategy pursued by Democrats to enhance their election chances has been giving convicted felons the right to vote. A study by The Annals of the American Academy of Political and Social Sciencefound that the majority of felons register as Democrats.

The National Conference of State Legislatures (NCSL) notes that “ It has been common practice in the United States to make felons ineligible to vote, in some cases permanently…”                                       

An NCSL study found that:

  • In Maine and Vermont, felons never lose their right to vote, even while they are incarcerated. 
  • In 14 states and the District of Columbia, felons lose their voting rights only while incarcerated, and receive automatic restoration upon release.
  • In 22 states, felons lose their voting rights during incarceration, and for a period of time after, typically while on parole and/or probation. Voting rights are automatically restored after this time period. Former felons may also have to pay any outstanding fines, fees or restitution before their rights are restored as well.

The Problem With DHS’s Bid for a Greater Election Role

The New York Analysis takes a two-part examination of the move by the Department of Homeland Security to play a role in the election process. 

The Department of Homeland  Security (DHS) is considering what some believe to be a further step in the federal takeover of elections from state governments. The DHS quotes concerns from the FBI that internet-connected voting processes are vulnerable to cyber-attack. That worry is shared by many on both sides of the political aisle.

A USA Today review  writes that “Advances in technology have made voting fraud potentially easier and more effective…the closer the race, the more useful and effective fraud becomes. In 2012, Chicago Mayor Rahm Emanuel estimated that the presidential election would come down to 500 precincts in 5 states. This was out of a total of 174,000 precincts in the entire country, with an average of 1,100 voters per precinct.”

In a phone call between Jeh Johnson and state election officials, the Secretary of Homeland Security stated that “It is critically important to continue to work to ensure the security and resilience of our electoral infrastructure, particularly as the risk environment evolves.” Johnson offered assistance in helping state officials manage risks to voting systems in each state’s jurisdiction. DHS presented no specific threat, only a concern that such a threat may exist.

The Washington Examiner notes that that DHS has a vital security role in 16 areas of critical infrastructure [described on the agency’s website as assets, systems and networks, “whether physical or virtual, are considered so vital to the United States that their incapacitation or destruction would have a debilitating effect on security, national economic security, national public health or safety, or any combination thereof.”

DHS would be given a role if the election process is declared a “critical infrastructure” that should be protected by Washington.

There’s a national election for president, there are some 9,000 jurisdictions that participate, contribute to collecting votes, tallying votes and reporting votes.” Many take that as an indication that the “hacking” concerns are a pretext for greater federal control.

The Federalist Papers opines: “The federal government may be taking over the election process, in an attempt that started before the recent hacks of state election boards and has since been spurred on by the threat. The Washington Examiner reported that the ‘The federal government never wastes a good crisis to gain more power, and this is no exception.’

According to a White House Policy Directive, ‘The federal government also has a responsibility to strengthen the security and resilience of its own critical infrastructure, for the continuity of national essential functions, and to organize itself to partner effectively with and add value to the security and resilience efforts of critical infrastructure owners and operators.’ It may or may not be true that elections should be designated as ‘critical infrastructure’…however, whenever the federal government attempts to gain more control, people should be wary.”

John Fund, reporting for National Review, describes how the courts have ignored  well-documented and blatant, obvious attempts at fraudulent voter registration:

“Three federal courts have thrown out voter-ID laws in North Carolina, Texas, and Wisconsin in recent days…. In each case, poll workers offered him primary ballots for the person he was claiming to be. He was also offered the ballot of legendary Michigan rapper Eminem, whose real name is Marshall Bruce Mathers III. In all but one sting, the poll workers offered him a ballot, though he never actually accepted a ballot or cast an illegal vote.”

Unlawfully altering the results of a presidential election is not an exceptionally difficult task. The Reality of Voting Fraud

The key issue of this year’s presidential contest may not be who the candidates are, the weak economy, or the hazardous condition of America’s national security. Increasingly, it appears that the integrity of the election process itself may be the most contentious topic to arise in the 2016 race.

They are part of an overall strategy to create a smokescreen for attempts to alter election results through a combination of election day antics, registration fraud, and opposition to voter id. Commissioner Ravel’s comments are designed to give cover to a bevy of approaches that seek to overcome the advantage Republicans have demonstrated in recent elections, and that the GOP is expected to have in response to anger over the dismal results of the Obama Administration’s policies at home and abroad, as well as (if Hillary is the candidate) dismay over rampant ethical issues or (if Sanders is the candidate) a rejection of a blatant socialist message.

Many factors in illegal voting and registration are in play, particularly with the increase in illegal immigration, allowing noncitizens to obtain driver’s licenses and “motor voter” rules in many states that offer voter registration when applying for a license.

Non-citizens are voting in U.S. elections, according to an Old Dominion University study.

The analysis examined participation rates by non-citizens using a nationally represented sample that included non-citizen immigrants. The Three Pillars of Election Fraud

The news that a Cook County, Illinois election machine automatically transformed votes cast for Republicans into votes cast for Democrats this week should come as no surprise. It’s time America had a very candid conversation about the rapidly growing epidemic of election fraud.

At this point in most discussions about the crisis, it’s customary to say that both parties engage in balloting shenanigans. But in reality, it is the Democrat Party that is, by far, the greatest offender.

There are three pillars in the Democrats’ efforts to unlawfully alter results at the polls:

Election Day antics. From tampering with balloting machines and technologies, some of which were developed under questionable circumstances, to stuffing ballot boxes, to intimidating Republican voters, the Democrats have done it all. Examples are legion. In the 2008 election, Republican voters in one section of Philadelphia were openly intimidated, but Eric Holder’s Justice Department declined to take action.

Consider the Republican congressman from California who lost when numerous votes were cast by individuals ineligible to do so. According to a City Journal article written by John Fund, who has extensively studied the topic,

“…4,023 illegal voters possibly cast ballots in the disputed election between Republican Robert Dornan and Democrat Loretta Sanchez. Dornan lost by fewer than 1,000 votes. In 2002, Dean Gardner, a losing GOP candidate for California’s state legislature, sent out a survey to 14,000 first-time voters. A total of 1,691 surveys came back. The results were startling: 76 people admitted that they weren’t citizens but had voted, while 49 claimed not to have registered at their correct residence, as the law requires. Gardner lost by only 266 votes.”

In at least two counties in Ohio, the number of registered voters exceeded the number of eligible adults who are of voting age. In northwestern Ohio’s Wood County, there are 109 registered voters for every 100 people eligible to vote. An additional 31 of Ohio’s 88 counties have voter registration rates over 90%, which most voting experts regard as suspicious.

Voter Registration fraud is made far easier by practices such as motor voter, internet registration, and election day registration, all concepts vigorously supported by the Democrat Party.

Opposition to voter ID. The Democrats vehemently oppose voter identification, just as they oppose stricter border controls. There is a pragmatic motivation for that. According to the Pew Research Center these new illegal arrivals are overwhelmingly favorable to the Democrat party. “In 2012, the Pew Research Center’s National Survey of Latinos found that among Latino immigrants who are not U.S. citizens or legal permanent residents (and therefore likely unauthorized immigrants), some 31% identify as Democrats and just 4% as Republicans…Democratic candidates have garnered a greater share of the Hispanic vote than Republican candidates in every election over the past three decades…”

Illegal immigrants, overwhelmingly supportive of Democrats, cast unlawful ballots with relative ease. Writing in the Huffington Post, Howard Foster notes that “Only two states actually require proof of citizenship in order to register (Arizona and Kansas). The others merely require the applicant to sign a sworn statement attesting to the fact that he or she is a citizen…It stands to reason that illegal immigrants who are illegally registered to vote would have a very real stake in seeing to it that Republicans do not come to power with their…ideas about requiring proof of citizenship to vote (which has been required since the founding of the Republic)… There is a huge problem with voter fraud…it is proven by the vehemence of the Democrats, the beneficiaries of the fraud, toward enforcement of our laws.”
