Harnessing America’s Space Power

The U.S. Space Command examines its own role, and that of America’s as a whole, in a new “Capstone” review. The New York Analysis of Policy and Government provides a summary.

[Since the start of the space era,] the U.S. Army, U.S. Navy, and  U.S. Air Force have each developed space capabilities that enhance  landpower, seapower, airpower, and cyberpower, respectively. This decentralized context has shaped U.S. military thinking about space for the last 60 years. A product of this institutional structure is that current military theory and doctrine almost exclusively focus on space as an adjunct to other forms of military power without capturing  the direct and independent impact space has on U.S. prosperity and  security. The doctrine presented in the following chapters elevates spacepower as a distinct formulation of military power on par with  landpower, seapower, airpower, and cyberpower. 

Instead of solely focusing laterally on other domains, an independent conception of spacepower must first recognize the inherent value  of the space domain and the tremendous influence space has on U.S.  prosperity and security. The United States harnesses these attributes for exploration, communications, remote sensing, and science. In all cases, the value of orbital flight arises from an ability to conduct activities with unrivaled reach, persistence, endurance, responsiveness, and speed. National spacepower is the totality of a nation’s use of  space capabilities in pursuit of national prosperity and security. Under this formulation, space is simultaneously a source and conduit through  which a nation can generate and apply diplomatic, informational,  military and economic power. 

Like any source of national power, the United States must cultivate, develop, and advance spacepower in order to ensure national  prosperity and security. Military spacepower —exists to preserve that prosperity and security. As a unique form of military power, military spacepower leverages space capabilities to accomplish military objectives in support of national policy and strategy. Military spacepower has deterrent and coercive capacities and the United States Space Force is tasked to provide independent options for national leadership. However, military spacepower achieves its greatest potential when integrated with other forms of military power. 

Military space forces conduct prompt and  sustained space operations, accomplishing three Cornerstone Responsibilities — Preserve Freedom of Action in the space domain, Enable  Joint Lethality and Effectiveness, and Provide Independent Options to  U.S. national leadership capable of achieving national objectives. These three responsibilities form the vital purpose of military spacepower. In order to accomplish these Cornerstone Responsibilities, military space forces must be organized, trained, and equipped to perform five Core  Competencies: Space Security; Combat Power Projection, Space Mobility and Logistics; Information Mobility; and Space Domain Awareness  (SDA). Command and control, and stewardship of the domain, enable military space forces to accomplish these core competencies.  

Military spacepower has deterrent and coercive capacities and the United States Space Force is tasked to provide independent options for national leadership. However, military spacepower achieves its greatest potential when integrated with other forms of military power.

As a lean, mission-focused, digital Service, the United States Space Force values organizational agility, innovation, and boldness. Elevating these traits starts with empowering small teams and prizing measured risk-taking as opportunities to rapidly learn and adapt. These principles apply equally to operations and day-to-day tasks. The United States Space Force must draw upon these traits to relentlessly advance military spacepower for the Nation.

Force has three Cornerstone Responsibilities: Preserve Freedom of Action, Enable Joint Lethality and Effectiveness, and Provide Independent Options. These responsibilities are fed by the five Core Competencies of Space Security, Combat Power Projection, Space Mobility  and Logistics, Information Mobility, and Space Domain Awareness. In turn, these Service competencies require specialization in the space power disciplines of Orbital Warfare, Space Electromagnetic Warfare, Space Battle Management, Space Access and Sustainment, Military  Intelligence, Cyber Operations, and Engineering/Acquisitions.

The Space Capstone Publication is the inaugural doctrine manual for the United States Space Force, providing a basis for training and education, and informs decision-making, mission analysis, objectives, and the development of military space strategy in support of national  security, national defense, and national military strategies. The intermediate level of doctrine is operational, providing the organizational support needed for effective military efforts, and further developing doctrine related to the Core  Competencies. The final level of doctrine is tactical, which will be referred to as Tactical Standard Operations Procedures (TACSOPs).  TACSOPs will codify lessons learned, allowing space force members to apply the various disciplines. 

The capstone document typically will be reviewed on a 4-year cycle as the principles should not fundamentally change, although this may occur more often in the early years as the United States Space  Force’s organization and processes evolve. The field command doctrine center will review the operational doctrine on a two-year cycle. If a need is determined for “flash” changes within doctrine, the United States Space Force’s doctrine center commander will have the ability to  review/update relevant documents, incorporating changes within time  periods as short as three months. Finally, TACSOPs will use an ongo ing, online, and collaborative process, approving changes at the lowest appropriate command level, allowing the United States Space Force to rapidly adapt and change with its hallmark agility and boldness.

GUIDING PRINCIPLES 

The U.S. desires a peaceful, secure, stable, and accessible space  domain. Strength and security in space enables freedom of action  in other warfighting domains while contributing to international  security and stability. The U.S. must adapt its national security  space organizations, doctrine, and capabilities to deter and defeat  aggression and protect national interests in space. 

The space domain is the area above the altitude where atmospheric  effects on airborne objects becomes negligible. The value of the  space domain arises from an ability to conduct activities with  unrivaled reach, persistence, endurance, and responsiveness,  while affording legal overflight of any location on the earth.  Because of these attributes, spacepower is inherently global.  

Military space forces are the warfighters who protect, defend,  and project spacepower. They provide support, security, stability,  and strategic effects by employing spacepower in, from, and  to the space domain. This necessitates close collaboration and  cooperation with the U.S. Government,

New Forms of Warfare in China Are Old Ones Repurposed for the 100th Anniversary of Communism

Nuclear war is considered “a special case” of warfare and viewed generally as a 21st century stalemate among the great powers possessing the weapons. Using them is on a scale of destruction too horrible to imagine for any rational nation-state. But that doesn’t mean war has gone away. What we see today in China is a revamping of conventional military spending priorities and strategies. Of particular concern is that President Xi Jinping and the CCP leadership have used the post-Cold War period to set new, conventional military goals for 2027 in the areas of mechanization and information warfare. The threat posed by China is real and it is global. What the CCP’s recent Party Plenum meeting called a need to “elevate national security” to a new level, presents an increased danger to nations opposing Chinese attempts to remake the world in its image.

Under the new five-year plan (FYP) economic, technological, and supply chain security clearly will be top domestic national security priorities for the communist giant. To ensure internal dissent is tamped down and doesn’t impact its expansive goals the CCP is requiring that all ministries only put forward plans and budgets that are fully agreed upon in advance of formally submitting them as part of the FYP. Externally, improving security means eliminating the weaknesses in conventional military areas. As Dean Chung of the Heritage foundation wrote recently: “While some units of the PLA employ data links, network-centric sensor-to-shooter system-of-systems, and field a variety of UAVs, electronic warfare platforms, and advanced combat capabilities, other units are still in the midst of simply shifting from towed artillery to self-propelled guns, improving their main battle tanks and becoming fully motorized.” This is significant because China is closing the remaining holes in its offensive strategy and the technologies needed to ensure its success. China floats the world’s largest navy. Its air force is closing the technology gap with the West. 

During the initial stages of the recent military reorganization and modernization plan the PLA  developed “integrated joint operations” (yitihua lianhe zuozhan; 一体化联合作战) and “civil-military fusion” (junmin ronghe; 军民融合) programs. China also established new “war zones” and replaced its theater commands. Historically, Chinese leaders have moved military commanders around to ensure that loyalty remains to the top CCP leaders in Beijing and that no regional military leaders compete for power with the central CCP. Unlike the Soviet Union, each Chinese advance in technology and strategy is completed at a measured pace to ensure the funding is available to follow through on the political plan. China is not imploding as some western analysts would like to believe. Washington needs to be concerned about the deliberateness and breadth of China’s long-term effort, from its Belt and Road Initiative (BRI) to Beijing’s aggressive moves against democracy in Hong Kong, toward its claims on Taiwan, in its offensive posture in the South China Sea and elsewhere across the world.

The Return of “Great Power Competition.”

Following the collapse of the Soviet Union, many hoped and believed that, with the end of the Cold War, the era of “great power competition” had come to a close. Indeed, one author, Francis Fukuyama, an American political scientist, wrote what became a famous book, “The End of History…” which discussed that topic.

Unfortunately, those hopes were soon dashed.  The belligerent Vladimir Putin replaced Boris Yeltsin as head of Russia. Putin’s dream is a restoration of the Soviet Empire.  Even more worrisome, China moved rapidly, intensely, and successfully to develop a superpower caliber military, which it has wielded aggressively in the Indo-Pacific region.

Unmistakably, the era of great power competition has returned. The Congressional Research Service has just released a study examining the implications of that unwanted reality. According to the report, “The post-Cold War era of international relations—which began in the early 1990s and is sometimes referred to as the unipolar moment (with the United States as the unipolar power)— showed initial signs of fading in 2006-2008, and by 2014 had given way to a fundamentally different situation of renewed great power competition with China and Russia and challenges by these two countries and others to elements of the U.S.-led international order that has operated since World War II.”

The reality of this unwanted turn in international affairs has been acknowledged by both Democrat and Republican administrations. The Obama Administration did so in its June 2012 National Military Strategy document, although critics have noted that the former administration failed to produce an adequate acknowledgement of the fact through an appropriate defense budget. Indeed, many pointed with alarm to the “hollowing out” of the U.S. armed forces during his tenure.

 President Trump, however, moved more forcibly, by sending to Congress defense budgets that provided the U.S. military the means to begin addressing the challenge.

The return of great power competition has required defense planners to shift gears. Since the collapse of the USSR, and especially since the horrific attack on American soil on September 11, 2001, much of the emphasis within the U.S. defense establishment has been on fighting terrorism and on combatting opponents with far less technology and underwhelming militaries, notably in the Middle East and Afghanistan.

Now, there are greater threats to face.

Intelligence Community Reform Needed, Part 2

 As buildings burn and businesses are looted, the local majors talk about things like these riots being a summer of love. The truth is there are profoundly serious dangers posed by local law enforcement being associated with violent left-wing organizations who are still rioting daily in certain cities. Since it is indefensible for the violent left-wing rioters to attack innocent people, the left can only trot out extremist political hacks like Mr. German to use scare tactics warning about the right even though these claims are proven completely false. 

These facts point to an important danger and that is from activist law enforcement officers, a subject that deserves true national dialog. The problem is that an activist does not care about the law or the US Constitution as their primary concern. We have seen this from activist judges and now from activist law enforcement. What an activist does care about is their own personal political perspective and they push their political agenda above the law. This is what activism is by definition. I doubt anyone could seriously argue former FBI director James Comey or former CIA director John Brennan are anything other than leftist activists. Both famously admitted to voting for a communist candidate for US President in their youth and both have been documented to have manipulated information under their control for political reasons. When you have activists that undermine the laws and security issues for their own political perspective, you have a negative and destructive force and that’s exactly where we find ourselves today. During the eight years of the Obama/ Biden administration, there was a huge push for political correctness. One of the main objectives of political correctness is to stifle debate so that no other opinion can ever be heard, which is always the methodology of the left and communist or socialist regimes worldwide including the left here in the United States. We are all familiar with the socialist regimes that limit and control the internet and all media including television news and newspapers. This perspective is the position of today’s Democratic party which we can see almost daily. 

It is a common tactic for the left to call for a national debate on any issue but what they really mean is we should all listen to their monolog with no opportunity for other opinions or perspectives. We all saw how the IRS targeted conservative non-profit organizations to keep them quiet. This is illegal and went completely unpunished, once again we have to ask ourselves where is the FBI? Similar leftist ideology is apparent in some of the main social media outlets, Facebook, Twitter, and YouTube have been subpoenaed by Congress to explain their bias when they are allowed to operate under laws which require them to be neutral. The GOP has even filed a complaint against Twitter with the FEC for election interference. 

Most people are probably aware that the FBI is part of the intelligence community and not just a bit player, they have a major role in the intelligence community and about a third of the FBI is dedicated to their counterintelligence department (CI) which conducts a wide variety of intelligence related activities. The remaining approximately two-thirds makes up the criminal division.  Recently, a former FBI agent named Michael German surfaced again pushing a theme he has championed for years claiming there are widespread close ties between local law enforcement and right-wing violent groups and the dangers he claims this represents.

Mr. German himself is long associated with several far-left leaning political organizations and is something of a poster boy for how the political left uses propaganda to manipulate US government agencies and their information. The irony of a former FBI agent pushing the dangers of right wing groups at the exact moment left wing extremist groups such as Black Lives Matter (BLM) and ANTIFA are rioting daily in a number of major US cities, burning down many buildings, destroying businesses and the lives of many not to mention murdering or wounding law enforcement officers as well as other innocent bystanders is stunning. Mr. German makes himself look like a complete left-wing hack and in fact represents a certain level of threat to the public himself by trying to confuse people as to the actual source of danger.

Lawmakers Seek Election Integrity

U.S. Senator Josh Hawley has  introduced a bill to ban ballot harvesting in federal elections. The measure, according to the Missouri Republican, is designed to protect election integrity in response to disputes during the 2020 presidential election. The legislation seeks to improve the ability of campaigns to observe vote counting operations, require mail-in or absentee ballots to be counted and recorded immediately, and require that ballot counting, once begun, continue until completed.

Hawley stressed that “The debacle of the 2020 election has made clear that serious reforms are needed to protect the integrity of our elections. The American people deserve transparency—that means banning ballot harvesting, empowering poll watchers, and taking steps to ensure that all legally cast ballots are accounted for. The confusion and controversy of [the 2020 election] is not acceptable, Congress must take action to Ban ballot harvesting in federal elections and incentivize states to do the same.”

Specifically, the measure would: require that at least two representatives of each campaign be permitted to observe polls and vote counting operations; require mail-in or absentee ballots to be counted and recorded immediately upon receipt, with no results to be disclosed until after the closure of polling places on the date of an election; require that ballot counting, once begun, continue until completed—no delays or pauses except in the event of imminent emergency; require states to maintain round-the-clock video surveillance monitoring of absentee ballot drop boxes, with unedited footage to be made available upon request to members of the public at no charge; and impose requirements, adapted from existing Florida law, that mandate the auditing of voting systems and the reporting in advance of preparations made for upcoming general elections.

A companion bill has been introduced in the House by Rep. Mike Kelly, a Pennsylvania Republican. Kelly described the need for his measure, H.R. 8753, designated as the Protect Election Integrity Act of 2020: As our nation waits patiently for the official results of the 2020 presidential election, one thing has become abundantly clear: the administration of the election in several states has caused millions of Americans to lose faith in our electoral system,” said Kelly. “The Protect Election Integrity Act of 2020 will help restore their trust, which is essential to the health of our republic.”

It is the policy of the United States to combat anti-Semitism everywhere in the world and in whatever form it appears, including all forms of discrimination and hatred rooted in anti-Semitism.  The United States strongly opposes the global discriminatory boycott, divestment, and sanctions (BDS) campaign (Global BDS Campaign) and practices that facilitate it, such as discriminatory labeling and the publication of databases of companies that operate in Israel or Israeli-controlled areas.

To ensure that Department funds are not spent in a manner that is inconsistent with our government’s commitment to combat anti-Semitism, the State Department will review the use of its funds to confirm that they are not supporting the Global BDS Campaign.  Further, the State Department will conduct a review of options consistent with applicable law to ensure that its foreign assistance funding is not provided to foreign organizations engaged in anti-Semitic BDS activities.

India is playing an increasingly vital role in maintaining peace in the Indo-Pacific realm. The October meeting, held in New Delhi, brought together Defense Secretary Dr. Mark T. Esper, Secretary of States Mike Pompeo, Minister of Foreign Affairs Dr. S. Jaishankar and Indian Defense Minister Rajnath Singh. It was the third meeting at this level between the two nations.

Prior to the meeting Esper and Singh sat down to substantive discussions in the Indian Ministry of Defense. Esper and Pompeo also spoke with Prime Minister Narendra Modi. The meeting covered a number of areas in the defense relationship. In military-to-military cooperation, the men discussed how to “operationalize” the logistics agreement. They also talked about assigning liaison officers to both countries, in areas that would deepen cooperation. The U.S. Central Command and U.S. Indo-Pacific Command were two areas in the U.S. military discussed. Also discussed was information sharing and secure communications.

Secure communications was part of this discussion and both nations want to further the process and deepen the capability across services and at the leadership level. Another part of the discussion centered on new areas of cooperation both in the region and in the new military domains of cyber and space, the official said.
