IRAN AND NUCLEAR WEAPONS

On March 3 in Vienna, IAEA Director General Rafael Grossi issued two new reports that heighten already serious concerns that the Islamic Republic of Iran is hiding its nuclear material and nuclear activities.

Iran is a signatory to the Non-Proliferation Treaty.  Iran’s safeguards agreements, under that Treaty, require it to declare nuclear material to the IAEA and provide IAEA inspectors with access for verification.  Iran’s intentional failure to declare such nuclear material would be a clear violation of its safeguards agreement required by the Non-Proliferation Treaty.  The regime must immediately cooperate with the IAEA and fully comply with its IAEA safeguards obligations.  Otherwise, the NPT isn’t worth the paper it is written on.

The IAEA’s latest reports are all the more troubling because we know that Iran continues to lie about its past nuclear weapons program and concealed a vast archive of records from those efforts when it concluded the nuclear deal – not to mention its lies about downing a civilian airliner, and its suppression of the extent of its coronavirus outbreak.  Given Iran’s prior covert nuclear weapons program and ignominious record of duplicity, any undeclared nuclear material or activities in Iran today would be an extremely serious matter.

The United States remains committed to denying Iran any pathway to a nuclear weapon.  In light of Iran’s past nuclear weapons program, it is imperative that Iran verifiably demonstrate that it has permanently abandoned all such work.  Any new deal addressing nuclear concerns in Iran must be built on robust and effective verification.

The international community must speak clearly and with one voice:  full and transparent cooperation with the IAEA and compliance with the NPT is the only path forward for Iran.

 NUCLEAR NONPROLIFERATION

he Treaty on the Non-Proliferation of Nuclear Weapons, commonly known as the Non-Proliferation Treaty (NPT) is the cornerstone of the nuclear nonproliferation regime. The three main aspects of the NPT are nonproliferation, disarmament, and peaceful uses of nuclear technology. The nonproliferation aspect is the foundation of the NPT: it has enabled past progress on nuclear disarmament and facilitated the spread of peaceful nuclear technology for development across the globe. Adherence to the NPT’s nonproliferation provisions- and the improved international security environment this enables- remains the key to future progress on nuclear disarmament and the further spread of peaceful nuclear technology. 

The NPT entered into force in 1970, was extended indefinitely in 1995, and has become nearly universal.  This Treaty has made the world safer and more prosperous for all States Party, and it remains one of the most successful treaties ever negotiated.  All NPT Parties are more security because the NPT has helped prevent additional states from acquiring nuclear weapons. An effective nuclear nonproliferation regime provides confidence that facilitates cooperation to share the benefits of peaceful uses of nuclear energy and fosters a security environment that has enabled dramatic reductions in nuclear stockpiles and is essential for future progress on nuclear disarmament. 

The United States remains dedicated to preserving and strengthening the nuclear nonproliferation regime, on which the Treaty is based, for future generations.

China’s Leadership, and the Virus

After all, to a Communist, the ends justify the means. He stands before the media when greeting World Health Organization officials but betrays his weakness by hiding behind the opposing factions he names in charge of the day-to-day virus eradication efforts. They are there if needed to take the fall and preserve his legacy.

Despite the disruption to the world economy and the people suffering immensely from Covid-19, few analysts believe Xi will be ousted from office over the government’s delayed response or its covert handling of the epidemic. Beijing’s intense crackdown on the free flow of information was swift and harsh as is common among authoritarian regimes. The state media left little doubt this past month among Chinese that talking about the virus could be more dangerous than catching the illness itself. Chinese cyber-attacks increased in areas holding sensitive Taiwan government information. Yet, despite these aggressive actions, China failed to secure a win for its favored candidate. President Tsai won 57.1% of the general election vote in January with the highest vote count in election history. Her Democratic Progressive Party retained control of the Legislative Yuan, too. That doesn’t bode well for Xi’s reunification plan. 

Taiwanese witnessed the overt Chinese crackdown throughout the months of demonstrations in Hong Kong. It left a bitter taste to be supplanted only by experiencing Chinese election interference in its presidential elections in January. Today images of the ongoing suppression of the Chinese population and squelching of legitimate information about the corona virus outbreak play over social media. People noticed. Taiwanese civil society mobilized earlier this year to defeat the CCP’s disinformation campaign against President Tsai. The United States shared information and cyber expertise with Taipei. Even Facebook worked to track and check viral posts to ensure that Chinese trolls were caught before the election. Government and private sector gathered and together defeated Xi Jinping in what may evolve as the 2020 lynchpin to his legacy.

Sanctuary Cities Protect Criminals

There is an increasing trend, supported largely in progressive-run cities, counties and states, to not cooperate with federal officials in dealing with the crime wave due to felonies committed by illegal immigrants. 

The Heritage Foundation reports that:

“Non-citizens constitute only about 7 percent of the U.S. population. Yet the latest data from the Justice Department’s Bureau of Justice Statistics reveals that non-citizens accounted for nearly two-thirds (64 percent) of all federal arrests in 2018…Non-citizens accounted for 24 percent of all federal drug arrests, 25 percent of all federal property arrests, and 28 percent of all federal fraud arrests. In 2018, a quarter of all federal drug arrests took place in the five judicial districts along the U.S.-Mexico border. This reflects the ongoing activities of Mexican drug cartels. Last year, Mexican citizens accounted for 40 percent of all federal arrests. In fact, more Mexicans than U.S. citizens were arrested on charges of committing federal crimes in 2018. Migrants from Central American countries are also accounting for a larger share of federal arrests, going from a negligible 1 percent of such arrests in 1998 to 20 percent today.”

Sanctuary policies produce two substantial results for the legal inhabitants of a jurisdiction. First, they increase costs, and second, they protect portions of the criminal population.

A detainer is the primary tool used by ICE to gain custody of criminal aliens for deportation. It is a notice to another law enforcement agency that ICE intends to assume custody of an alien and includes information on the alien’s previous criminal history, immigration violations, and potential threat to public safety or security.”

The results are the same: criminal aliens are released into the community where they may potentially re-offend and harm members of the public.

The individuals ICE seeks detainers on are dangerous, criminal aliens illegally present in the United States that local jurisdictions have deemed important enough to arrest and prosecute for their crimes. Yet, these same jurisdictions are preventing ICE’s lawful, congressionally-mandated enforcement efforts to enforce the laws its officers and agents are sworn to uphold, against the exact same criminals. Instead of enforcement actions taking place within the safe confines of local jails, ICE is forced to increase its presence in corresponding communities as a result of these sanctuary policies. 

 Indeed, a review of the New York City and Westchester County ICE coverage area is quite revealing.

 Last fiscal year, ICE lodged 7,526 detainers from its New York  Field Office. The criminals against whom these detainers were lodged accounted for 17,873 criminal convictions, and another 6,500 criminal charges. The crimes these individuals had been convicted or charged with included 200 homicides, over 500 robberies, over 1,000 sexual offenses, over 1,000 weapons offenses, over 3,500 assaults, and over 1,500 DUIs.

The statistics clearly indicate that the presence of illegal alien criminals is a clear and substantial danger to U.S. communities.  The perpetrators of these crimes are not worthy individuals seeking to be part of the American dream.  The supporters of sanctuary city policies provide no logical, moral, or valid reasons for their actions which encourage, support and maintain the presence of these predators in American communities.

U.S. Space Command, along with the Space Force will deter aggression from conflict and do so from a position of strength, the general said. “Accordingly,” he added, “we will remain ready to defend U.S. and allied freedom of action in space. We will deliver space combat power for the joint and coalition force and we’re going to develop joint warfighters to serve in, to and from the space domain.”

One of the few areas of bipartisan agreement is the need to update America’s infrastructure.

Despite general agreement on the need for action, progress has been slow for decades. The White House believes an onerous review mandate, an outgrowth of the National Environmental Policy Act (NEPA) passed a half-century ago is a significant part of the problem. According to the Trump Administration, “complying with the regulatory requirements has become unnecessarily complex and time consuming and has delayed important infrastructure projects.  NEPA requires that Federal agencies evaluate the potential environmental impacts of major projects such as roads and bridges, rail and water infrastructure, or conventional and renewable energy projects. Given the importance of infrastructure investment to economic growth, President Trump directed the Council on Environmental Quality (CEQ) to modernize the Federal government’s NEPA regulations. The CEQ has issued a notice of proposed rulemaking detailing its modernization plans.”

CEQ’s proposed NEPA updates includes codifying aspects of President Trump’s One Federal Decision policy, which streamlines  coordination and communication between Federal agencies and sets a two-year average goal for completion of environmental reviews for major infrastructure projects. The Federal government will still perform all environmental reviews as the law requires, just now with greater efficiency.

According to the federal website Performance.gov “Improving the Federal environmental review and authorization process will enable infrastructure project sponsors to start construction sooner, create jobs earlier, and fix our Nation’s infrastructure faster while also ensuring that a project’s potential impacts on environmental and community resources are considered and managed throughout the planning process. Infrastructure investment strengthens our economic platform, makes America more competitive, creates millions of jobs, increases wages for American workers, and reduces the costs of goods and services for American families and consumers… Many infrastructure needs were supposed to be addressed by all that ($787 billion) Stimulus money, but most were not.  In some cases, dollars were spent foolishly, on projects such as bike lanes, instead of on major, urgently needed transportation needs. Other examples, cited in a Fiscal Times report: $2 million was spent on a ‘replica railroad,’ a tourist attraction, not a transportation need in Nevada, and $1 million was spent on beefing up security on cruise ships.”

Some of the biggest media outlets in the country, such as CBS and Bloomberg, joined the effort. But others, … declined to participate in a project they reportedly feared appeared activist in nature. More troubling, a number of the major outlets that joined did not disclose participation to their readers. In addition to CBS and Bloomberg, the effort, called Covering Climate Now, involved BuzzFeed News, HuffPost, The Daily Beast, the Center for Public Integrity, Newsweek, Rolling Stone, Slate, Vanity Fair and The Weather Channel, among many others. When asked by the Daily Caller News Foundation, the lack of disclosure was criticized by the Society of Professional Journalists.”

In so many ways, young Greta Thunberg is both the face of and the description of the climate change alarmist movement.  She has no credentials (she just turned 17), has no tolerance for anyone that disagrees with her scientifically uninformed opinions, and yet has been lionized.  She has addressed Congress, the British Parliament, and the United Nations. She has been named Time Magazine’s 2019 Person of the Year.
